Belmont to hike wages City to hit $15 an hour by 2020, ahead of state By Anna Schuessler DAILY JOURNAL STAFF

WASHINGTON — Republicans rammed a $1.5 trillion overhaul of business and personal income taxes through the House Thursday, edging toward the code’s biggest rewrite in three decades and the first major legislative triumph for President Donald Trump and the GOP after 10 bumpy months of controlling government.

Come July, Belmont employees and business owners will be looking at increases to the city’s minimum wage ahead of the incremental steps the state is taking to put more money in the pockets of low-income workers. After months of weighing how accelerating the state’s process for increasing the minimum wage will affect Belmont workers and small businesses, officials took a step toward increasing the city’s minimum wage Tuesday when they voted Charles Stone 3-1 to introduce an ordinance set to increase the city’s minimum wage to $15 an hour by 2020. Councilman Warren Lieberman abstained and Councilman Eric Reed was not in attendance. Councilwoman Davina Hurt acknowledged the many conversations she and Mayor Charles Stone have had with residents and business owners about a local minimum wage since the City Council pegged it as a priority in February. She noted increasing the minimum wage is one way officials could address the challenges low-income workers across the region face in meeting basic needs. “We’re experiencing a decline in the ability of people to survive on the Peninsula,” she said. “We don’t want to lose employees and good employees to other cities.” Since California’s new minimum wage of $10.50 for companies with more than 26 employees went into effect Jan. 1, some city officials in the county have been pushing to phase in wage increases ahead of the state’s schedule in response to the Bay Area’s high cost of living. Belmont’s plan accelerates the state’s process for increasing the minimum wage for local workers to $15 an hour, which slated to rise incremen-

Senate measure retains seven brackets but changes them to 10, 12, 22, 24, 32, 35 and 38.5 percent. Under current law, top bracket is 39.6 percent. • Standard deduction: Used by about 70 percent of U.S. taxpayers, currently $6,350 for individuals and $12,700 for married couples. House, Senate bills both double those levels to $12,000 for individuals and $24,000 for couples. • Tax credits: House raises per-child tax credit from $1,000 to $1,600, extends it to families earning up to $230,000. Creates a $300 tax credit for each adult in a family, which expires in 2023. Senate doubles per-child credit to $2,000. Both bills

preserve the adoption tax credit, which House measure initially eliminated. • Home mortgage interest deduction: House limits the deduction to interest paid on the first $500,000 of the loan, for new home purchases. Senate retains the current $1 million ceiling. • Other deductions: House eliminates medical expense deductions. Senate preserves it. • State and local taxes: House ends deductions for state and local income and sales taxes, allows it for up to $10,000 in property taxes. In a rare opportunity to expand San Mateo County’s park system, 58 acres of the remote and environmentally sensitive Tunitas Creek Beach have been purchased for the benefit of the public. Reports of elaborate raves, a reported drowning, illegal campers and immense amounts of trash being left at the vast coastal property prompted county officials and environmental advocates to get involved. After more than a year of negotiations, the Peninsula Open Space Trust

announced it purchased the southern end of the property for $5 million and will seek to raise $10 million to assist the county in rehabilitating and preserving the property for safe public access. “When it’s clean, it’s Don Horsley just a spectacular beach. In my opinion, the best stretch of beach on the coast. So I am really elated and excited,”

California woman leads officers on second chase in two days LOS ANGELES — Authorities say the same woman led officers on vehicle chases through Southern California on back-to-back days. The Orange County reports that a day after leading officers from Orange County into the Los Feliz area, a woman Wednesday morning led officers on a second chase. The chase went onto freeways and streets before the car became stuck in traffic at an intersection. The woman was pulled from the car. The Los Angeles Police Department says officers tried to pull over the driver Wednesday for possibly being under the influence. Authorities say they chased the same woman Tuesday for allegedly violating a restraining order but called off the pursuit for safety reasons. Jail records say the woman was booked at the sheriff’s Santa Clarita Valley Station on suspicion of evading arrest and was released after posting bail.

Company that makes presidential pens sold PROVIDENCE, R. I. — A Rhode Island company that has supplied many of the pens used by President Donald Trump and his predecessors to sign executive orders has been sold. WPRI-TV reports that A.T. Cross Co. was sold to the Los Angelesbased private equity firm Transom Capital Group. The sale price was not disclosed. Transom confirms that they are cutting some jobs, but did not say how many. A.T. Cross officials say the company has provided pens to presidents at least since the istration of Gerald Ford. It was once a major Rhode Island employer but now makes most of its pens in China. Previous owners Clarion Capital Partners bought the company in 2013 for $60 million.

OAKLAND — An elderly giraffe famous for sporting a custom-made coat to weather the winter cold has died. Oakland Zoo officials said Tiki, which is short for T’Keyah, was suffering from ringbone arthritis and other medical issues and was euthanized Nov. 2. She was one of the oldest living giraffes in captivity. The grandmother was 28 years old, or about 95 in “giraffe years.” She was born at the zoo. Holiday shopping out of the box Redwood City art show offers close-up view of local art By Anna Schuessler DAILY JOURNAL STAFF

Those wishing to think outside the box for this year’s holiday gifts need look no farther than the wide array of locally-made art pieces to be featured in the second annual ART on the Square Holiday Show in the San Mateo County History Museum this Saturday. With more than 25 Bay Area artists gathered under the museum’s stained glass dome, the event is expected to provide a smaller-scale, more relaxed alternative to crowded malls and craft fairs with rows upon rows of artist booths, said event coordinator and Redwood City artist Beth Mostovoy. “I think it just slows you down,” she said, of the feeling one might get walking into the museum. “You can chat with the artists, ask them how they make things — no one’s rushing you through.” Mostovoy and the community of artists gathered in Redwood City are taking the last of this year’s ART in the Square events indoors. She said several artists will be showing their work on tables in the museum’s circular entrance room, with others lining nearby hallways and a “jeweler’s row” on the second floor set to offer a variety of jewelry styles at a range of prices. She is hoping a guitarist playing morning and afternoon sets and a theater program offered from 1 p.m. to 2 p.m. will put even more of the local arts scene on display in the unique historical venue. Giving artists the opportunity to share the stories behind the illustrations, textiles, scarves, home goods and mixed media and woodwork pieces, among other pieces they’ve been working on, helps

that couldn’t be found in a store. When the walnut and birch clutch purse began catching the eyes of their family and friends, the two started their new San Jose-based company, Sumsaara, and making them in earnest at a nearby TechShop. Bansam said one of the best parts of attending shows like Saturday’s is being able to interact with shoppers and fellow artists, many of whom want to learn more about their use of a laser cutter among other tools to create their products. “We are seeing so much appreciation of these hand-made products, ” she said. “People want to do things with their hands and use their creativity.” Of the five shows they have attended so far, Bansam said they have attended three in Redwood City, where the two have

found a vibrant community of artists. Saxena said she’s also been encouraged by the maker movement continuing to gain momentum in Silicon Valley, noting of these groups often cross paths at shows and workshop spaces. “The shows are a great way to that movement and give a platform for small businesses like us,” she said. For Mostovoy, who is showcasing a subset of her photography collection at Saturday’s show, the event also serves as an entry point for residents hoping to explore the arts and culture scene in their own backyard. She said those whose interest is piqued by Saturday’s event can see more of an artist’s collection or meet other artists at the Artists’ Holiday Open Studios held at several locations in Redwood City and San Carlos next month. Mostovoy is pleased to be able to open the show’s doors at the iconic museum in the heart of Redwood City for the second year now and said that with those attending the event sure to visit other downtown destinations, the event further integrates art in the city’s fabric. “It’s just a win-win,” she said. “Art doesn’t necessarily get all the credit for what it brings to the community. Michelle McFadyen was driving to the store with her husband when the couple strayed into the path of a shooting rampage in their small Northern California town of Rancho Tehama. The gunman, identified by authorities as Kevin Neal, killed Michelle McFadyen and wounded her husband, Troy, people he randomly picked to shoot after killing his wife and two neighbors. He killed another man at random and wounded at least eight others, including a 6-year-old child shot in the chest at the town’s school. Neal swerved his vehicle to try and ram the McFadyen’s car head-on, Troy’s nephew, Eric McFadyen said Thursday. After running them off the road, Neal parked his vehicle, walked toward them and fired into their car, he said. “They started running for their lives and

that’s when he killed Michelle, and shot my uncle in the legs,” Eric McFadyen said. Neal walked up to his uncle “to finish him” but his uncle pleaded with him and told him to save his bullets because he would bleed to death. Michelle McFadyen was already

dead, he said. “For whatever reason the guy turned around and that’s when they think he went to the school and started shooting at kids,” Eric McFadyen said. Shortly after, Eric’s father got a call from Troy. “He just kept saying, ‘They shot Michelle, she is dead. She is right at my feet, they shot me. I need you here brother, I need you here,”’ Eric McFadyen said.

Jurors in the trial of the man accused of fatally shooting Kate Steinle on San Francisco’s Pier 14, which is set to go to closing arguments on Monday, will be allowed to consider a first-degree murder verdict following a judge’s decision this week. Jose Ines Garcia Zarate, a 45-year-old homeless Mexican citizen, was arrested around an hour after the July 1, 2015, shooting, which occurred while Steinle was walking on the pier with her family. The murder weapon, a gun that had been stolen from a U.S. Bureau of Land Management ranger’s car just days earlier, was recovered from the Bay near the pier a short time later. Prosecutors charged him with seconddegree murder, which applies to murder that is deliberate but not premeditated or that was caused by committing an inherently dangerous act. Prosecutor Diana Garcia has sought to prove during the trial that Garcia Zarate, who had no connection to Steinle or known motive for shooting her, pointed the gun at her and pulled the trigger deliberately. However, Judge James Feng on Wednesday agreed to a request by Garcia to instruct the jury in first-degree murder as well as second-degree murder and involuntary manslaughter. “The jury will be instructed on multiple theories of homicide,” District Attorney’s Office spokesman Alex Bastian said, declining to comment further. First-degree murder typically requires that the murder be willful and premeditated, but can also apply to cases of “felony murder,” in which a defendant is involved in a dangerous crime that leads to a person’s death. It is unclear which theory Garcia might ask jurors to consider in closing arguments on Monday. Defense attorneys Matt Gonzalez and

Francisco Ugarte have worked to demonstrate that the shooting, in which the single bullet ricocheted off the pier before striking Steinle in the back, was accidental, occurring after the defendant found the stolen gun on the pier Jose and picked it up. They Garcia Zarate presented expert witnesses who testified that the shooting bore the hallmarks of an unintentional discharge and that the bullet did not travel in a straight line. It is unclear whether the inclusion of first-degree murder in jury instructions will have an impact on the outcome of the case. “We are not terribly concerned about it because nothing in the evidence s first-degree murder,” said Tamara Aparton, a spokeswoman for the public defender’s office. Garcia Zarate has also been charged with assault with a semi-automatic firearm and being a felon in possession of a firearm. June 11, 1923 – November 6, 2017 Richard went to be with his Lord and Savior Jesus Christ on Monday November 6, 2017, to enjoy the eternal rest that had been promised him. Richard was born on June 11, 1923 in Berkeley, California. He is survived by his wife of 72 years Betty LaMay (Stark) Laughlin, daughter Nancy Edmiston (Merced, CA), son Bob Laughlin (Carslbad, CA), brother Charles (Surprise, AZ), grandchildren Becky Johnson, Russell Edmiston, Tyler Laughlin and Emma Laughlin and two great grand-children Noah and Caleb Edmiston. He was preceded in death by his parents Carlisle and Margaret Laughlin of Berkeley, CA. Richard attended UC Berkeley and was a member of the Delta Epsilon Fraternity. In 1944, his junior year, he enlisted in the Navy V12 program. He attended Midshipman school at Notre Dame and was commissioned as a US Navy Ensign in 1945. Following WWII, he returned to UCB and completed a BA degree in Business istration in 1946. Dick served in the Naval Reserve until 1955. While at UC-B, Dick met and fell in love with the cutest brunette in his economics class, Betty LaMay Stark of Richmond, CA. They were married a year later in May 1945 just prior to his tour of duty on the USS Niagara in June 1945. Richard’s life was marked first by his devotion as a husband and father and a servant of his Lord Jesus Christ. After always putting the needs of his family first, Richard was found tirelessly ing the needs of his local Presbyterian Church as an Elder, Sunday School Supt. and regularly sharing his strong baritone voice in the choir. He worked as a salesman for various hospital supply and furniture industry companies. After retirement he was involved in facilities planning for the church, playing golf as often as he could get away and work with the SM Genealogical Society. Dick and Betty left their lovely San Mateo home of 50 years to retire at Covenant Village of Turlock in 2009. Richard is best known and will always be ed for his friendly, cheerful countenance, bright blue eyes, untiring eagerness to lend a helping hand and loving, respectful treatment of everyone with whom he interacted. He will be deeply missed by family, friends and all who knew and loved him. Around the state University of California regents chastise system president SAN FRANCISCO — The University of California’s governing board chastised UC President Janet Napolitano in a rare public rebuke Thursday and asked her to apologize for her office’s interference in a state audit last year. Napolitano issued a prompt apology, which did little to quiet criticism that has erupted over her office’s meddling in what was supposed to be a confidential state auditor’s survey of UC campuses. “I exhibited poor judgment, ” said Napolitano, who has previously apoloJanet gized and vowed to prevent any future Napolitano interference in the work of the state auditor. “As I have said previously, I deeply regret this mistake and sincerely apologize.” The regents’ onishment came after the board met for a five-hour, closed-door session to discuss an independent fact-finding report conducted by former state Supreme Court justice Carlos Moreno and a Southern California law firm, Hueston Hennigan. LOS ANGELES — California released long-awaited rules Thursday that will govern the state’s emerging legal marijuana industry, while potentially opening the way for larger-scale cultivation that some fear could strangle small-farm growers. The thicket of emergency regulations will allow the state to begin issuing temporary licenses for growers, distributors and sellers on Jan. 1, when recreational sales become legal. They provide a regulatory roap for business operations, from licensing fees to establishing guidelines for testing, growing and distribution of marijuana in what is projected to be a $7 billion economy, the nation’s largest. As for infused munchies, “edible products cannot be shaped like a human, animal, insect, or fruit, ”

according to a summary of the rules. And if you are thinking about alternative transportation for that pot, don’t: It’s prohibited to use “aircraft, watercraft, drone, rail, human-powered vehicle and unmanned vehicle.” The regulations have been in development for months and in some cases covered familiar ground: At first, the state will issue only temporary licenses to growers and retailers, provided they have a local permit to open for business. Other changes appeared significant. The state has been trying to determine what should be the appropriate size limit on cannabis farms, a debate that has echoed fights over corporatescale farming in the Midwest. At one time 4 acres (1.6-hectare) was under consideration, but preliminary information from the state earlier this week indicated a maximum 1-acre (0.4hectare) cap would be set on most cultivators.

But the regulations issued Thursday did not include that language, instead placing limits on only certain medium-sized growers’ licenses. Beyond those “there is no limitation for the other categories of licenses,” Steve Lyle of the state Department of Food and Agriculture said in an email. Hezekiah Allen, executive director of the California Growers Association, an industry group, said the rules appeared to allow large businesses to obtain “as many licenses as they could afford, ” opening the way for vast cannabis grows that could threaten the viability of small farms, long the backbone of the state industry. California “could have just opened the door for well-capitalized interests ... to really jeopardize the success of the marketplace,” he said. With the state already saturated with marijuana, it could “make an oversupply problem into an oversupply crisis,” he added.

University of California to bid on managing nuclear lab SAN FRANCISCO — The University of California’s governing board has given the 10-campus system approval to bid on a contract to manage the federal government’s premier nuclear weapons facility. The Board of Regents voted Thursday to allow the UC to enter a bid for running the Los Alamos National Laboratory. The birthplace of the atomic bomb and still one of the nation’s premier nuclear research facilities, the lab has struggled in recent years with a string of safety lapses involving the handling of plutonium and radioactive waste. The current multibillion-dollar management contract expires in 2018. UC was the lab’s sole operator for decades and is currently part of a consortium running the lab.

Leading researchers castigated a federal plan that would use artificial intelligence methods to scrutinize immigrants and visa applicants, saying it is unworkable as written and likely to be “inaccurate and biased” if deployed. The experts, a group of more than 50 computer and data scientists, mathematicians and other specialists in automated decision-making, urged the Department of Homeland Security to abandon the project, dubbed the “Extreme Vetting Initiative.” That plan has its roots in President Donald Trump’s repeated pledge during the 2016 campaign to subject immigrants seeking ission to the United States to more intense ideological scrutiny — or, as he put it, “extreme vetting.” Over the summer, DHS published a “statement of objectives “ for a system that would use computer algorithms to scan social media and other material in order to automatically flag undesirable entrants — and to continuously scan the activities of those allowed into the U.S. The goal, that document stated, was to let computers help determine whether an immi-

ICE declined to comment about the proposed initiative or Thursday’s letter. Its public presentations to interested vendors haven’t been updated since August, raising the possibility that it might have scrapped or significantly altered the plan since then. But there’s been pressure from the White House to implement strict measures quickly.

Bob Menendez ended in a mistrial Thursday with the jury hopelessly deadlocked on all charges against the New Jersey politician and a wealthy donor. Prosecutors did not immediately say whether they plan to retry the lawmaker. U.S. District Judge William Walls declared a hung jury after more than six full days of deliberations that had to be re-started midway through when a juror was replaced. Outside the courthouse, a choked-up Menendez fought back tears as he blasted federal authorities and thanked the jurors “who saw through the government’s false claims and used their Jersey common sense to reject it.” “Certain elements of the FBI and of our state cannot stand, or even worse, accept that the Latino kid from Union City and Hudson County could grow up to be a United States senator and be honest,” said Menendez, the 63-year-old son of Cuban immigrants. Juror Edward Norris said 10 jurors wanted to acquit Menendez on all charges, while two held out for conviction. Norris said that after the prosecution rested, “in my gut I was like, ‘That’s it? That’s all they had?”’ The inconclusive end to the 2 1/2-month trial could leave the charges hanging over Menendez as he gears up for an expected run

On Capitol Hill, the top Republican in the Senate, Majority Leader Mitch McConnell, called on the Ethics Committee to immediately investigate Menendez for possible violations of the public trust and the Senate code of conduct. Menendez was accused of using his political influence to help Florida eye doctor Salomon Melgen in exchange for luxury vacations in the Caribbean and Paris, flights on Melgen’s private jet and hundreds of thousands of dollars in campaign contributions to organizations that ed the senator directly or indirectly. Prosecutors said Menendez, in return, pressured government officials on Melgen’s behalf over an $8.9 million Medicare billing dispute and a stalled contract to provide port screening equipment in the Dominican Republic, and also helped obtain U.S. visas for the 63-year-old doctor’s girlfriends. According to prosecutors, Melgen essentially put Menendez on the payroll and made the politician his “personal senator,” available as needed. The defense argued that the gifts were not bribes but tokens of friendship between two men who were “like brothers.” In Menendez attorney Abbe Lowell’s closing argument, he used the words “friend,” “friends” or “friendship” more than 80 times.

NEW YORK — Phone companies will have greater authority to block unwanted calls from reaching customers as regulators adopted new rules to combat automated messages known as robocalls. Rules adopted Thursday by the Federal Communications Commission represent the latest tools against robocalls, which pester consumers, sometimes multiple times each day, and often push scams. The agency, which regulates the country’s phone, broadcast TV and internet services,

also hopes that recent big fines will help deter scammers. Phone companies can already block some calls that trick consumers by showing up on Caller ID with fake numbers. The new rules make clear that they can block additional calls that are likely scams, such as numbers that start with a 911 area code, or one that isn’t currently assigned to anyone. The changes won’t stop robocalls completely, though experts say these steps are a good start. The federal and state “Do Not Call” lists are supposed to protect people from unwanted calls from telemarketers. But scammers don’t

The San Francisco-based retailer said Thursday that it earned $229 million, or 58 cents per share, during the quarter. That’s up from $204 million, or 51 cents per share, a year ago. The results exceeded Wall Street expectations, and Gap shares gained more than 6 percent in after-hours trading Thursday. The 14 analysts surveyed by Zacks Investment Research had expected earnings of 55 cents per share on average. Gap CEO Art Peck said the results show

Trump may witness U.S. goal in Mugabe’s ouster WASHINGTON — Without lifting a finger, the Trump istration may be witnessing the culmination of nearly two decades of U.S. efforts to pry Zimbabwe from the powerful grasp of its authoritarian President Robert Mugabe. Yet with Mugabe’s fate and Zimbabwe’s political future in limbo, neither Trump nor previous istrations can claim credit or celebrate. The past three American leaders have actively and outspokenly sought to isolate Mugabe and his ruling clique for human rights abuses, hoping to encourage a democratic transition. Since January, however, it’s been virtual crickets. Now the 93-year-old is under house arrest with his rule nearing an end, a victim not of U.S. and Western pressure but of domestic infighting. After staying silent through the first day of Zimbabwe’s possible coup with the exception of

warning American citizens there, Trump’s State Department weighed in Wednesday by voicing concern about the military’s actions. The department urged Zimbabwe’s leaders “to exercise restraint, respect the rule of law and uphold the constitutionallyprotected rights of all citizens.” It encouraged leaders “to quickly resolve differences to allow for a rapid return to normalcy.” The U. S. does not take sides in Zimbabwe’s internal politics, it said, while stressing that it also “does not condone military intervention in political processes.” Mugabe on Thursday was meeting a South African delegation at the state house as negotiations continued for a resolution to the political turmoil. South Africa President Jacob Zuma, speaking in parliament, said the political situation “very shortly will be becoming clear.” If that indeed translates into Mugabe’s ouster, it’s a result the United States has long hoped for. Washington started acting against Zimbabwe toward the end

of President Bill Clinton’s istration in 2000, condemning Mugabe’s moves to consolidate power by suppressing dissident voices, often violently, and implementing controversial seizures of white-owned land. The U. S. then began restricting aid, international loans and weapons sales, eventually cutting off virtually all nonhumanitarian assistance to the country. In 2003, then-President George W. Bush declared a national state of emergency with respect to Zimbabwe and signed the first of three executive orders he would issue while in office, authorizing sanctions against senior Zimbabwean officials deemed to be undermining democracy. Following national elections in 2008 that Bush called “a sham,” the U.S. took a lead in encouraging a power-sharing arrangement between Mugabe and Zimbabwe’s main opposition leader. When that failed, former Secretary of State Condoleezza Rice said it was “well past time” for Mugabe to leave power.

Morgan Tsvangirai, who shared power with Mugabe between 2009 and 2013, said Mugabe must resign, adding that his party would participate in talks on a transitional mechanism if approached. A former vice president who was fired in 2014, Joice Mujuru, called for “free, fair and credible elections” following a transition arrangement that draws from a range of communities. And the Rev. There, a similar package received a politically awkward verdict from nonpartisan congressional analysts showing it would eventually produce higher taxes for low- and middle-income earners but deliver deep reductions for those better off. The Senate bill was approved late Thursday by the Finance Committee and sent to the full Senate on a party-line 14-12 vote. Like the House measure, it would slash the corporate tax rate and reduce personal income tax rates for many. But it adds a key feature not in the House version: repeal of the Affordable Care Act’s requirement that everyone in the U.S. have health insurance. Elimination of the socalled individual mandate would add an estimated $338 billion in revenue over 10 years that the Senate tax-writers used for other tax cuts. The Senate ’s vote came at the end of four days of often fierce partisan debate. It turned angrily personal for Chairman Sen. Orrin Hatch, R-Utah, as he railed against Democrats’ accusations that the legislation was crafted to favor big corporations and the wealthy. “I come from the poor people. Ron Johnson became the first GOP senator to state opposition to the measure, saying it didn’t cut levies enough for millions of partnerships and corporations. With at least five other Republican senators yet to declare , the bill’s fate is far from certain in a chamber the GOP controls by just 52-48. Even so, Republicans are hoping to send a compromise bill for Trump to sign by Christmas. “Now the ball is in the Senate’s court,” Vice President Mike Pence urged after the House vote. Speaking at a conservative Tax Foundation dinner in Washington, Pence said, “The next few weeks are going to be vitally important and they’re going to be a challenge.” But he added, “we’re going to get it done” before the end of the year. An earlier White House statement that “now is the time to deliver” also underscored the Republican Party’s effort to maintain momentum and outrace critics. Those include the AARP lobby for older people, major medical organizations, Realtors — and, in all likelihood, every Senate Democrat. With this summer’s crash of the GOP effort to dismantle President Barack Obama’s health care law, Republicans see a successful tax effort as the best way to avert major losses in next year’s congressional elections. House Republicans conceded they are watching the Senate warily. “Political survival depends on us doing this,” said Rep. Defectors included House Appropriations Committee Chairman Rodney Frelinghuysen, R-N.J., who said the measure would “hurt New Jersey families.” Trump traveled to the Capitol before the vote to give House Republicans a pep talk. estimated that the Senate plan would mean higher taxes beginning in 2021 for many families earning under $30,000 annually. By 2027, families making less than $75,000 would face tax boosts while those making more would enjoy cuts. Republicans attributed the new figures to two provisions. One would end the measure’s personal tax cuts starting in 2026. The other would abolish the “Obamacare” requirement that people buy health coverage or pay tax penalties. Eliminating those fines is expected to mean fewer people would obtain federally subsidized policies, and the tax analysts count a reduction in those subsidies as a tax increase. The nonpartisan Congressional Budget Office has projected that would result in 13 million more uninsured people by 2027, making the provision a political risk for some lawmakers. Ending the personal tax cuts for individuals in 2026, derided as a gimmick by Democrats, is designed to pare the bill’s long-term costs to the Treasury. Legislation cannot boost budget deficits after 10 years if it is to qualify for Senate procedures that bar bill-killing filibusters. Both chambers’ bills would nearly double the standard deduction to around $12,000 for individuals and about $24,000 for married couples and dramatically boost the current $1,000 per-child tax credit. But each plan also would erase the current $4,050 personal exemption and annul or reduce other tax breaks. The House would limit interest deductions to future home mortgages of up to $500,000, down from today’s $1 million, while the Senate would end deductions like moving expenses and tax preparation. Ryan said he’d seek to add tax breaks to help Puerto Rico recover from recent hurricanes to a House-Senate compromise.

It’s been a rough couple of weeks for the Burlingame football team. While the Panthers finished 1-1 over their last two games, they have struggled mightily on offense, scoring a combined 34 points. And things don’t get any easier in the first round of the Central Coast Section Open Division III playoff bracket where eighthseeded Burlingame (6-4) takes on top-seeded undefeated Half Moon Bay (10-0) at 7 p.m. Friday on the coast. “We clearly have to start playing at a more consistent level (offensively),” said Burlingame coach John Philipopoulos. “There are probably a lot of reasons for that, but it’s Week 11 and there’s no time to dwell on what happened last week.” The perplexing part of it all is the fact that the offensive woes are a relatively new development. The Panthers averaged 38 points a game during the non-league portion of their schedule, so they are not unfamiliar with putting up points. But injuries have taken a toll on that and has forced Philipopoulos to juggle players to fill holes. “We’ve had some great offensive outputs. We’ve done some good things on the offensive side,” Philipopoulos said. “These last few weeks, we’ve run into some big, physical teams who are very good. “Like everyone else, we’ve had injuries. We’ve had to do a lot of shuffling of the deck on the offense side of the ball.” The good news for the Panthers is the fact the struggles are only on one side of the ball. The Burlingame defense has been consistently good all season, allowing an average of 15 points per game this season. They allowed a total of 27 in their last two games. “Defensively, we’ve been outstanding,” Philipopoulos said. The bad news is, the most points the Panthers surrendered came in their 39-15 loss to the Cougars in Week 6. And HMB hasn’t really slowed down since that win. The Cougars averaged 35 points

NEW YORK — Jose Altuve and the Houston Astros have grown together, enduring an arduous rebuild and coming out the other side among baseball’s best. These days, nobody is standing taller. Altuve won the American League MVP award Thursday, towering over New York Yankees slugger Aaron Judge by a wide margin and capping Houston’s championship season with another piece of hardware. Giancarlo Stanton won the NL MVP, edging Joey Votto of the Cincinnati Reds in the closest vote since 1979. The 5-foot-6 Altuve drew 27 of the 30 first-place votes in balloting by of the Baseball Writers’ Association of America. “I was surprised that I won it,” Altuve said. “I wasn’t expecting this.” It was a landslide long in the making. Altuve has been in Houston since general manager Jeff Luhnow took a scorched earth approach to developing a winner. The Astros lost 100-plus games in each of Altuve’s first three seasons, beginning in 2011. Houston won its first World Series earlier this month, and it needed its longest-tenured player to get there. Altuve batted a major league-best .346 in the regular season, hit 24 home runs with 81 RBIs, scored 112 times, stole 32 bases and showed a sharp glove at second base. Voting for these honors was completed before the postseason began. It’s been over a decade since Altuve signed with Houston from Venezuela — only after he was sent home from one tryout and told he was too short. “They told me not to come back,” Altuve said. “It was something me and my dad, he went with me that day, we were like, ‘We have to go again. BOSTON — Hours before the Celtics took the court Thursday night to protect their winning streak against the defending NBA champion Golden State Warriors, Jaylen Brown was walking around in a fog. Boston’s second-year forward was not even thinking about basketball after learning about the sudden death of his childhood best friend, Trevin Steede, on Wednesday night. “It was tough to kind of accept it,” Brown said. “Plus, I was kind of in shock.” But after talking to his family and having conversations with Celtics coach Brad Stevens, Brown looked to the basketball court to find solace. The 21-year-old ended up playing one of the best games of his young career. Brown had 22 points and seven rebounds, Kyrie Irving had 11 of his 16 points in the fourth quarter, including two free throws that put Boston ahead in the closing seconds, and the Celtics beat the Warriors 92-88 on Thursday night for their 14th straight victory. “He inspired me to come out and play and I played in his spirit,” Brown said about Steede.

ALAMEDA — As tight end Jared Cook has gotten more comfortable in the Raiders offense he’s become an increasingly reliable downfield threat for quarterback Derek Carr. That’s been big for Carr, who has struggled trying to get the ball deep to wide receivers Amari Cooper and Michael Crabtree this season. “There’s a lot of tight ends that can run the intermediate and short routes, but not a lot of them on third down can run a go route and catch a 35-yard gain,” Carr said. “Those are few and far between. Having a guy like Jared to have that speed that he doesn’t just run the short stuff or intermediate stuff, he can take the top off and I’m liable to throw it. “Even if corners are guarding him. MIAMI BEACH, Fla. — NASCAR’s four championship contenders were seated elbowto-elbow previewing their title race when they were asked to give one word to describe the season. “Amazing,” said Martin Truex Jr. Brad Keselowski and Kevin Harvick both said the season was “long,” while Kyle Busch went with “trying.” But Truex? Well, he’s got nothing to complain about after a truly dominating season. Truex goes into Sunday’s finale at Homestead-Miami Speedway as the clear favorite to win the title. He has a series best seven wins and six were at 1.5-mile tracks. Homestead is a 1.5-mile track. He leads the series in nearly every meaningful statistic, and if the points earned all season weren’t reset for Sunday’s finale, he’d have already won his first Cup title. “If it wasn’t set back at zero, we’d probably all be congratulating Martin right now,” said Keselowski. “But it is.” So it’s winner-take-all race, and everything

Truex has built this season is on the line. He faces three former series champions, each of them looking for their second title. For Harvick, it would be the first in Stewart-Haas Racing’s new partnership with Ford. If Harvick wins, it will be SHR’s third championship since 2011, second since the elimination format was introduced in 2014 and first for a team in a first-year relationship with a manufacturer since Cale Yarborough in 1978. Keselowski is seeking a crown to go with his 2012 title, which was not won under this format. He had to beat Jimmie Johnson that day on points, and pulled it off. He will try to give team owner Roger Penske two major championships this year. Penske won the IndyCar title with Josef Newgarden earlier this year. If either Harvick or Keselowski wins, it would be the first title for Ford since 2004. They are up against a pair of Toyotas, the dominant manufacturer this season. Busch is seeking a repeat of his 2015 title, which some have marked with an asterisk. Busch missed the first third of the season with injuries suffered in a season-opening

race at Daytona, but still raced himself into title contention on a shortened schedule. And he’s chasing Truex, who has taken his Furniture Row Racing team to a level beyond the alliance it has with Joe Martin Truex Jr. Gibbs Racing. Busch has been good this season, but he’s not had anything close to the year that Truex has put together. With Truex such the clear favorite, it made for quiet media day for the championship competitors. — except when Busch and Keselowski were asked why they have never squashed their rivalry. Keselowski tried to downplay a feud. NEW YORK — The Associated Press has obtained a letter sent by the NFL to Jerry Jones’ attorney accusing the Dallas Cowboys owner of “conduct detrimental to the league’s best interests” over his objection to a contract extension for Commissioner Roger Goodell. The letter accusing Jones of sabotaging the negotiations was sent to David Boies on Wednesday. Jones hired Boies and threatened to sue the NFL if Goodell’s contract extension was approved by the compensa-

tion committee, made up of six owners. All 32 owners voted unanimously in May to let the committee finalize a deal with Goodell. The letter, first reported by The New York Times and The Wall Street Roger Goodell Journal, was written by outside counsel for the compensation committee and given to the AP by a person who requested anonymity because it was not intended to be made public.

It’s the latest escalation of a feud between the NFL and one of its most powerful owners. Jones has denied that his objections to the extension are tied to Goodell’s decision to suspend star running back Ezekiel Elliott for six games over alleged domestic vio-

lence. Elliott abandoned his legal fight over the suspension Wednesday. He has five games left to serve.

“Your client’s antics, whatever their motivation, are damaging the league and reflect conduct detrimental to the league’s best interests,” the letter said. Jones has said he has issues with compensation in the deal, along with concerns about the escalation of player protests involving the national anthem and how the league has handled them. He also has suggested that owners should revisit the power that the position wields. The letter confirmed that Jones was removed as a non-voting member of the compensation committee after threatening to sue.

Sports brief approves new rules for transgender student athletes ROBBINSVILLE, N.J. — Transgender high school athletes in New Jersey no longer need documentation to their gender identity. The New Jersey State Interscholastic Athletic Association on Wednesday approved a policy that allows athletes to simply notify the school istration if they want to change gender. Previously, they needed a doctor’s note or official documentation. Association attorney Steve Goodell said a new state law requires that students be allowed to participate in activities corresponding to their gender identities, but the organization didn’t want to wait for the state education department to act. He said the organization also had heard from of the transgender community who didn’t believe students should have to prove their transgender status. “They really made a convincing case that this is not something the students are making up to try to game the system,” Goodell said. An appeals process will be available to schools to raise concerns about safety or competitive imbalance. The association’s executive director, Steve Timko, said the issue of transgender athletes is being grappled with a national level, but he believes his organization has adapted well. “I think we’ve been very good about keeping up with what’s happening now versus the way it was five or 10 years ago,” he said.

Witness says he paid $160M in bribes to soccer officials By Tom Hays THE ASSOCIATED PRESS

NEW YORK — A former marketing executive from Argentina testified Thursday at a U.S. trial that he and his company arranged to pay 30 soccer officials about $160 million in bribes over the course of several years until his arrest in 2015. Alejandro Burzaco offered the estimate in the case against three former South American soccer officials accused in the sprawling bribery scandal engulfing FIFA, the sport’s governing body. The 53-year-old witness said on cross-examination he knew when he ed the firm in 2004 that bribes were a cost of doing business when competing for lucrative broadcasting and

hosting rights. But, he added, “I didn’t think it would transform into such a dirty business.” Juan Angel Napout, of Paraguay, Manuel Burga, of Peru, and Jose Maria Marin, of Brazil, have pleaded not guilty to charges they enriched themselves in an international conspiracy involving tens of millions of bribes and spanning more than two decades. More than 40 defendants have been charged in the corruption case, with many, including Burzaco, pleading guilty in hopes of getting reduced sentences. On Thursday, a lawyer for Napout, the expresident of Paraguay’s soccer federation, pressed Burzaco on whether he directly paid any bribes to his client to buy his influence in awarding the rights. Burzaco responded that he “personally never

gave Napout cash in his hands.” Instead, millions of dollars in bribes from his company were channeled through various off-the-books business entities before reaching Napout, he testified. The defendant “receives the money,” he said. “He’s happy.” During three days on the witness stand, Burzaco testified that his firm gave bribes totaling $4.5 million to Napout, $3.6 million to Burgo and $2.7 million to Marin. He also claimed he has been the subject of death threats in Argentina because of his cooperation against the cadre of wealthy and powerful soccer officials. Outside the view of the jury, U.S. District Judge Pamela Chen has continued to look at claims by prosecutors that Burga sought to

Pacheco was one of many of Ali’s colorful entourage, traveling the world with the heavyweight champion as he fought the biggest fights of his career. He got a title out of it — “The Fight Doctor” — but Pacheco would later say he never got a penny for his efforts. His association with Ali did pay off with a gig as a color commentator in network TV fights in the 1980s. By then Ali had been diagnosed with Parkinson’s, and Pacheco told about how he tried to get Ali to stop boxing after the brutal “Thrilla in Manila” fight against Joe Frazier in 1975.

This Thanksgiving, whip up a pumpkin cheesecake with ginger By Elizabeth Karmel THE ASSOCIATED PRESS

Pumpkin is so popular today that there is hardly anything that hasn’t had a pumpkin variation. Some of them are no-brainers, others are so far-fetched that I don’t understand who is buying them, much less eating them. Back in the day, a pumpkin cheesecake would have been unusual, today it is almost old school. But if there was ever a meal that screams for pumpkin cheesecake, it is Thanksgiving. Or the day after Thanksgiving if you are a purist and need your classic pumpkin pie to follow your turkey and dressing. I happen to love pumpkin, in pie, bread, muffins, cake and cheesecake. And, this cheesecake is adapted from Natalie Dupree’s companion cookbook “Nathalie Dupree Cooks for Family and Friends” to her PBS show, “Food for Family and Friends.” I love to collect old cookbooks and picked it up several years ago at a second-hand store. I was looking at the book a few weeks ago and it is surprising how many recipes

are either back in vogue, or still in constant rotation. Reading the recipe in Natalie’s book reminded me how much I love pumpkin cheesecake. Her headnote said that she made it frequently for dinner parties because it freezes so well. This year, I am traveling before Thanksgiving so I made mine and it is in the freezer as I write this article. I hope that it will thaw beautifully and no one will be the wiser when I serve it on Thanksgiving Day! I have changed quite a few things in her recipe but her recipe is what inspired me to make pumpkin cheesecake this Thanksgiving so credit is due. The one thing that I didn’t mess with is the crystallized ginger in the crust which is genius, and makes the crust more than just a vehicle to hold the creamy fall cheesecake. One of the key things is that I altered for my taste, is less sugar.

PUMPKIN CHEESECAKE WITH CRYSTALIZED GINGER CRUST Servings: 16 pieces

Start to finish: 8 1/2 hours minimum, best to make the day before (Active time: 20 minutes) Chef’s Note: I do not pre-bake the crust or use a water bath in this recipe, which makes it faster and easier to make. If you are accustomed to baking cheesecake in a water bath, go ahead and do so, but follow the timing in your water-bath recipe. Warner Bros. sought to lighten the tone of Zack Snyder’s grandiose and muscle-bound DC universe — a much-publicized pivot that came just as tragedy was striking. Snyder, the “300” filmmaker, had overseen this latest series of DC movies starting with “Man of Steel,” but he stepped down after “Justice League” had been shot following the death of his daughter. Joss Whedon, the “Avengers” director known for snappy dialogue who had already been helping to punch up the script, was brought in steer the film through post-production and two months of reshoots. (He’s credited as co-writer.) Writer Geoff Johns and producer Jon Berg had already been brought in to brighten “Justice League” and overhaul the wider DC slate with a more optimistic tone. But that’s not been all. Ben Affleck, who stars as Batman, withdrew from directing a stand-alone Batman film, while also combating criticism over his behavior with women in the past. Whedon, himself, was called a hypocrite for espousing feminist ideals by his ex-wife, Kai Cole. Jason Momoa had to

Prepare a large (9inch) springform pan by greasing the bottom and the sides. If your pan is not secure, wrap foil around pan to catch drips. In a small bowl, mix crystalized ginger, graham-cracker crumbs, sugar, salt and melted butter. Let sit for 5 minutes and stir again. This allows the cracker crumbs to completely absorb the butter. Press crumb mixture in bottom of pan and up about 1/3 of the sides. Set aside. Meanwhile, using a stand mixer, blend the cream cheese until smooth. Add sugar, lemon zest and pumpkin pie spice. Mix on a low speed for 1-2 minutes. Add pumpkin, sour cream and flour and mix on low for another 1-2 minutes. Scrape down the sides and add the beaten eggs. Mix for another 12 minutes and make sure that the entire mixture is mixed well by scraping bottom and

Gal Gadot, who plays Wonder Woman, has reportedly insisted Ratner have no connection with any future Wonder Woman film. “Justice League” is the kind of production that, one suspects, its makers will celebrate the release of with a stiff drink. “I’ve probably had a stiff drink along the way,” producer Charles Roven says, chuckling. “It’s been different in the sense that we’ve had some sadness along the happy-joy of making the movie. But for the most part it’s been an incredibly positive experience.” Now, Warner Bros. and DC are hoping that the finished “Justice League,” which opens Friday, doesn’t show any Frankenstein-like scars from its tumultuous creation. “The goal is to make sure when you’re watching the movie, it all feels cohesive,” says Roven, the veteran producer of “The Dark Knight” trilogy. “That imprint that Joss had, some aspect of it is going to come out in the direction, but the actors are already pretty much down the road on their arcs. Let’s just say 80, 85 percent of the movie is what was originally shot. There’s only so much you can do with other 15, 20 percent of the movie.” In interviews, Roven and cast

pledged their loyalty to Snyder and his vision for the franchise, one they say incorporated a changing tone before Whedon’s involvement. (Neither filmmaker was made available for interview. Each has stayed silent publicly since Snyder’s departure.) “Zack from the time that I first met with him said, ‘Look, Batman makes the DC world dark. The DC world has to be created as something dark,’” says Ezra Miller, who plays Barry Allen aka the Flash). “He said what’s great now is that the League gets to bring Batman out of this darkness. That was always Zack’s vision. That was the intention from the beginning.” The film, Miller says, has “a wonderful collision of tone” that he considers “a testament to both the strength of Zack’s vision and the generosity of Joss’s commitment.” It’s also a turning point in the larger DC cinematic world. “Justice League” finds Affleck’s Bruce Wayne, in the wake of Superman’s apparent death, gathering together the League to fight a new enemy. That means pushing not just Wonder Woman to the fore, but also Miller’s Flash, Momoa’s Aquaman and Ray Fisher’s Cyborg. “It was very clear that the tone of the movie was different than ‘Batman v Superman,’” says Gadot. “Henry (Cavill), Ben and I had a wonderful addition with Ezra and Jason and Ray (that) just stirred everything up.” Gadot and “Wonder Woman” are a big reason for optimism in the franchise, following

Though the epicenter of DC Comcs has always revolved around Batman and Superman, that’s starting to change. Matt Reeves has taken over the Batman movie, but he’s starting fresh on the screenplay, making a release date several years off. That leaves open the possibility of further changes, even potentially Affleck’s casting. “From everything I know, he’s going to play that Batman,” said Roven. “They’re retooling the script, so I can’t really say anything for certain.” The Superman sequel “Man of Steel 2” also isn’t coming anytime soon, if at all. Roven says there’s no script but “various story ideas” are being kicked around. On the front burner, however, is “Aquaman,” scheduled for release in December 2018, a Wonder Woman sequel due in 2019 (with director Patty Jenkins returning) and a Cyborg movie. Whedon is also prepping a Batgirl movie. “Justice League,” a team-up movie, will be followed by solo efforts. “One of the things that’s really important to us with all of these DC movies is making sure that while they make sense, one from the other — because they’re in a certain way linked — we also want to make sure that the audience is hopefully excited by the fact that you don’t know exactly where you’re going to go.”

This topping will also hide any cracks in the cheesecake. Place back in the oven to bake for 2-3 minutes, just to set. Chef’s Note: I only let it bake for a few minutes to set which leaves the topping creamier and looser but will solidify in the refrigerator as it cools. If you like your topping completely cooked, let bake for an additional 6-7 minutes. Turn oven off; open oven door at least 5 inches. Let cheesecake remain in oven 3060 minutes. Refrigerate at least 6 hours or overnight before serving. To serve, run knife around edge of pan to loosen cheesecake. Carefully remove side of pan before cutting cheesecake. Cut cheesecake when cold and store covered in refrigerator. Can be frozen and served after thawing in the refrigerator.

never clicks into place, to Batman’s lumbering gait (does the batsuit weigh 300 pounds?) and Superman’s mouth which looks a little ... off. It’s likely because the production had to digitally remove Cavill’s “Mission: Impossible 6” mustache for reshoots. After experiencing this unnaturally altered face on the big screen, it seems like the worst possible compromise. And never has it been so obvious that the character of Wonder Woman is now being presented through a man’s eyes. Snyder chooses on multiple occasions to let the shot linger on Gadot’s figure, whether panning up her legs unnecessarily to get to a normal scene of dialogue or making sure that the camera is there to capture the moment when her skirt flies up in an action sequence. It is, quite frankly, gross and a wildly disappointing departure from what Patty Jenkins was able to accomplish with the character earlier this year. There’s even an attempt to humanize the potential destruction with a random impoverished Eastern European family struggling to defend their homestead. The story focuses in on the family’s young daughter, who, in braided pigtails picks up a can of bug spray as a defense. You’d think that this might come back and provide an opportunity for her to a) see and be inspired by Wonder Woman in action or b) at least get saved by her. It would be so obvious. But they don’t even meet. It’s just a tiny example of how “Justice League” feels like a bunch of disconnected moments with no governing theory behind it other than the fact that this movie has to come at this time to introduce audiences to characters whose stand-alone movies have already been promised to shareholders. It’s not too late to re-think this whole thing and start over. Just keep Gadot around, please. “Justice League,” a Warner Bros. release, is rated PG-13 by the Motion Picture Association of America for “sequences of sci-fi violence and action.” Running time: 121 minutes. One and a half stars out of four.

DC got off to a rocky start and then Patty Jenkins went and made a very good “Wonder Woman.” And yet somehow it is no surprise that “Justice League “ tips the balances back in the wrong direction. Although marginally better than “Batman v Superman” and “Suicide Squad,” director Zack Snyder’s latest is still a profound mess of maudlin muscles, incoherent action and jaw-droppingly awful CGI. It is big, loud, awful to look at and oh-so-dumb. With Superman (Henry Cavill) dead, and the world facing yet another devastating threat (yawn) this time at the hands of some ancient creature named Steppenwolf (Ciaran Hinds) and his army of giant alien mosquitoes, which look like Saturday morning Power Rangers villains, Batman/Bruce Wayne (Ben Affleck) and Wonder Woman/Diana Prince (Gal Gadot) go in search of some new recruits: Barry Allen/The Flash (Ezra Miller), a quippy “kid” who’s excited to the team; Arthur Curry/Aquaman (Jason Momoa) who talks like a surfer bro and looks like a Nordic bodybuilder with ombre locks and fishermen’s knits; And Victor Stone/Cyborg (Ray Fisher), who is still in the sulky “why me” phase of his superhero career. There are some good moments, thanks in large part to the addition of Miller, whose quick, self-deprecating humor (likely the result of Joss Whedon’s script and reshoot work) and general liveliness steals scenes away from his brawnier and moodier counterparts. But everything else about “Justice League” feels labored, from a preposterous underwater battle that comes out of nowhere and the camaraderie between the superheroes that

NEW YORK — Ezra Miller brings an electric energy to the superhero team-up film “Justice League,” pinballing off the more imposing presences of Henry Cavill, Gal Gadot and Ben Affleck. They are mighty. He is fast. Miller was first cast as Barry Allen, a.k.a. The Flash, several years ago, but “Justice League” is his most front-andcenter performance yet as the fastest man alive. He’s also the best thing in the film, adding a hyper, insecure liveliness that has often been lacking from many recent, more grandiose DC Comics films. Miller, who has been credited as the first out LGBT person to play a lead role in a major superhero film, has distinguished himself by playing hyper-verbal outcasts in movies big (“Fantastic Beasts and Where to Find Them”) and small (“We Need to Talk About Kevin,” “The Perks of Being a Wallflower”). Several residents and representatives of labor groups spoke in favor of increasing the minimum wage to help many who have been forced to seek services and resources at government agencies to be able to afford the rising cost of housing in the region. something in slow-motion, like we might on a Flash-inclusive movie, the way that’s done is by rolling the camera faster. You shoot more frames per second when you want to slow down the image. In the same way, the Flash, as he moves faster, has to speed up to his brain in order to slow down his perception. That’s all well and good when he’s in superhero-mode, but one of the questions of our film asks is how does that play out in social circumstances? I think there are qualities that have been detrimental to his social capacity. Lieberman said applying the minimum wage increases for large businesses and building in time to revisit the policy in the first few years of its implementation would afford the city with more data to craft a policy that doesn’t jeopardize small businesses. Council agreed checking in on the policy in July 2019 after two wage increases have been implemented made sense and that regular check-ins thereafter would give them enough time to collect the data needed to determine how small businesses are affected. For Mary Morrissey Parden, president of the Belmont Chamber of Commerce, the city’s of small businesses, especially restaurants, would be critical to the policy’s success. She said simple measures such as distributing guides at local hotels promoting Belmont restaurants and regularly checking in with restaurants, which she noted vary greatly in their hiring practices, could go a long way to easing the wage increases with restaurant owners. “The Belmont Chamber of Commerce hopes that there’s a great deal of sincerity behind economic development for restaurants in particular,” she said. “And that we feel that it should start sooner than later.”

CITY OF SAN BRUNO Notice of Preparation and Scoping Meeting for the Bayhill Specific Plan and Phase 1 Development Environmental Impact Report. MANILA, Philippines — Human rights advocates praised Canadian Prime Minister Justin Trudeau for publicly expressing concerns about the Philippine president’s deadly crackdown on illegal drugs, with Human Rights Watch saying the “quiet diplomacy” adopted by President Donald Trump and other world leaders won’t stop the killings. Trudeau told reporters in Manila on Tuesday that he raised concerns about rights abuses and extrajudicial killings in President Rodrigo Duterte’s anti-drug campaign when he met him ahead of an annual summit with Southeast Asian counterparts. He was the only one among 20 heads of state in Manila who publicly said he spoke to Duterte about it. Asked to comment on Trudeau’s remarks, Duterte said he was angered and insulted. Phelim Kine of U.S.-based Human Rights Watch said late Thursday that Trudeau’s decision to speak publicly about his comments to Duterte was “deliberate, strategic and
